Note: It is not known for certain when Andrew Hoover, Jr. came to N.Carolina. Revolutionary War records show that Andrew Hoover furnished supplies to the troops, "for which he received pay." This would place this work bet.1775-1783. Despite this support for the war effort, Andrew Hoover was likely the 1st of the children of Andreas Huber to become a member of the Society of Friends[Quakers]. He, along wAndrew Fouts, his brother Jacob Fouts, John Mast (Sr.) & Frederick Waymire appears on a 1779 Randolph County, NC "List of William Cole," as among those refusing to "Take the Oath of Allegiance or to give an Inventory of Taxables." This indicates that Andrew (along wthe others) had been a member of the Society as early as 1779 & was adhering to the Quaker principles. It also confirms that Andrew, like elder brother Jonas, had migrated from PA to Randolph County, NC as early as 1779. Andrew & wife Elizabeth (Waymire) Hoover are listed among the founding members of the Back Creek Monthly Meeting, Randolph County, NC set off in 1792 from the Center Monthly Meeting, Guilford County, NC As noted above, they had probably become members of the Center Monthly Meeting as early as 1779 & perhaps as early as 1777. Birth records for their 1st {5}children, born bet.1777 & 1786 are found in Center meeting records.
Further confirmation of the Quaker association of Andrew is the "History of Wayne County, IN" that states that Andrew & Elizabeth Hoover were both of "German descent" & "members of the Society of Friends ," who had migrated from "PA to NC" & from there to Ohio & then IN. This is generally accurate in that Andrew's family was from PA, except that Andrew, Jr., as noted, was actually born in MD. On 26 JUN 1802 Andrew Hoover "& {3}sons" (Frederick, Henry & Andrew) & Elizabeth Hoover "& daughters" (Susannah, Rebecca, Catherine & Sarah) were granted certificates by the Back Creek Monthly Meeting, Randolph County, NC to remove to the verge of the Westland Monthly Meeting centered in Washington County, PA. Their certificates were received by the Westland meeting on 28 MAY 1803. It is believed, however, that the family had actually arrived in Ohio in the fall of 1802 where they wintered wFriends. They probably sent their certificate to the Westland meeting, along wthose of other Quakers who arrived in the 2nd group of Quakers, in early 1803, to be recorded. On 30 NOV 1804, Andrew Hoover of "Warren County"(OH) pre-empted Sec.23 of Twp 4, Range 4 located near Farmersville in present day Jackson Twp, Montgomery County, Ohio. This suggests that earlier in the year he had visited his brothers & their families in Montgomery County while searching for a place of his own. The location he selected was about half way between the Warren County settlement & the Montgomery County settlements. The history of Wayne County, IN notes that in MAR 1806 Andrew's son David Hoover & several other young men explored the region around Richmond. They are reported to have returned excited wnews of the "promised land" Andrew had been seeking, but apparently did not find in Jackson Twp, Montgomery County, Ohio. Wayne County history states further that in "MAY or JUN following (1807), Andrew Hoover entered several quarter sections in the Middle Fork, Wayne County that son David had selected for himself on his 1st trip there."The quarterly sections referred to in Wayne County history are apparently the ones in Twp 14 of Range I of the IN Survey that Andrew Hoover registered title to at the Cincinnati Land Office on 7 JUN 1806 ( in adjoining Sections28 & 29), on 25 JUN 1806 (in adjoining Sec.27) & on 23 JUL 1806 (additional land in Sec.28). At the time he identified himself as still a resident of Warren County, implying that although he had bought land in Montgomery County he may never have entered it for whatever "promise" it lacked. He had entered the land by 18 SEPT 1806 when he pre-empted land in another section(14) of Twp, now identifying himself as a resident of "Dearborn County, IN." The land actually lay in what is now Wayne County, apparently in Clay Twp. The West Branch Monthly Meeting received a certificate from the Miami Monthly Meeting for Andrew Hoover, wife Elizabeth & their children: Andrew, Henry, Rebecca, Catherine & Sarah on 17 OCT 1807, dated 8 OCT 1807. This was, however, only a formality, as they were already living in IN. At the time, early settlers in IN were governed by the West Branch meeting. Andrew Hoover had a number of sons who settled around him in Wayne County as they married. Most brought their families to the area in the "spring of 1807." According to The history of Wayne County, "the land in & about Richmond was settled chiefly by Friends from NC; some directly after a brief residence in Ohio." Andrew Hoover d: 29 DEC 1834 & is buried in the "Friends Cemetery," now Starr Park, Richmond, IN. A bronze tablet on stone was erected at his grave noting, "In memory of Andrew Hoover & his wife, Elizabeth Waymire Hoover, patriots of the Revolutionary War, who settled in Wayne County in 1806 & were parents of Mary Hoover Newman, Elizabeth Hoover Bulla, David Hoover, who laid out & named the City of Richmond;
