    Record Source: The Territorial Papers of the United States, Vol. VII: The Territory of Indiana, 1800-1810, Letter submitted to Congress by the residents of St. Clair and Randolph townships asking that these counties be disconnected from the Indiana territory and be governed in conjunction with the northern part of the newly purchased Louisiana territory. They felt that the territorial government in Vincennes was too far from settlements in their area and because of this settlers were going to the eastern rather than western counties of the Indiana territory; they would be better off governed along with the new territory, which was likely to draw settlers.
