The Stipendiary said it was a difficult point to decide as the Act definitely stated that any alien who had been domiciled in the country for 10 years was entitled to be on the list. Nothing was said about alien enemies. Nevertheless, it was evident by the recent Orders in Council that the liberties of alien enemies should be restricted. It was scarcely equitable that these men should be on the list, and he would strike them off.
