Councillor BLACK - "Yes it does". Councillor COLDWELL (to Councillor BLACK) - "You are a most insulting man". Councillor BLACK - "I object to such a remark". Councillor COLDWELL - "Could the Council have objected to a certain man building on land that belonged to the public ?". The Chairman - "It all depended upon the composition of the Council when that was done". Councillor BLACK - "The Council can object to people building on public ground". Councillor COLDWELL - "What about Mr. BLACK enclosing a large portion of the street and adding it to his own premises ?". The Clerk somewhat enlightened the meeting on the matter, and Councillor BLACK then withdrew his amendment and the plan was approved.

Record Source: at Bishop Auckland County Court, Charles LINSLEY, an Oil Merchant of Spennymoor brought an action against Henry GOUNDRY, Draper, of High Street, Spennymoor to recover the sum of one shilling (equivalent to £5 in 2016). The allegation was that the plaintiff's daughter was sent to the defendant's shop with 10½d. to purchase a pair of stockings. The defendant didn't have the kind of stockings that were wanted and sent another sort to see if they would suit.
