Record Source: (a Highways Surveyor was required to inspect and repair the parish highways three times a year - often he was a Farmer who would have the necessary horses, carts and men to carry out the work. Another description says that Highways Surveyor was an impressive title, but the job was unpaid and generally only given to those who were work-shy or had no other skills or knowledge useful to the community and were basically conscripted Labourers who were responsible for keeping the paths, drains and roads in good order).

Record Source: at Bishop Auckland Police Court three men were charged with non-payment of rates. It was stated that in July 1858 GOUNDRY made a valuation of the townships of Lynesack and Softley, including some land belonging to a Mr. JOHNSON of Durham, who questioned the Surveyor regarding the extent of his land and the rate it was charged at, and said he objected to the quantity of land occupied by some coal ovens. The Bench recommended the defendants to ask the owners of the colliery for the amount deducted from the coke ovens

Record Source: an inquiry said to be of considerable importance to many holders of property in the district opened at Darlington. At the Spring Assizes, Joseph BLACKETT, who lived at Hamsterley and owned allotments there, brought an action against BRADLEY and others for damages to his property caused by the working of coal beneath it by the defendants, who were leasees under the Ecclesiastical Commissioners - the case was referred to arbitration. The chief question was the liability of the Ecclesiastical Commissioners to pay compensation for damages they may cause to surface lands by their mining operations. BLACKETT claimed the costs of repairing damage to about 50 acres of his land in the townships of Lynesack and Softley. The Defendants admitted the plaintiff's possession of the land, and also that they and their servants were working minerals beneath. The sitting resumed on 11 August and Joseph GOUNDRY was examined - he said "I live at Lynesack, and am a Farm Labourer. In 1844, I was appointed Assessor and Collector of pit damages, and continued in that office until 1854 or '55. During that period, in some cases, I valued pit damages, laid and collected the rates, and paid the damages. The rate was only upon the allottees. I produce three books relating to the rates and payments. I can't say plaintiff has received any money for damages from me. I always paid for the damages done, and sometimes filled up the holes made. I know plaintiff's land, and remember when Mr. MIDDLETON was owner of it. There were pit-falls on it in his time. He let it to tenants, and I have paid them for pit-holes. There were not so many then as there are now. Mr. MIDDLETON's tenants were the Messrs HODGSONs I have no knowledge of the value of BLACKETT's land. I believe Mr. MIDDLETON got about 12s. an acre from his tenants"
