Born on February 22, 1856, in Berhampore, Bengal, India, he was the son of Revd. Samuel John Hill and Leonora Josephina Muller. Hill pursued his education at University College, London, earning a bachelor's degree in 1873 and an M.A. in 1876. He later served as a professor of mathematics at Mason College and University College, London, before becoming the Astor Professor of Mathematics at the University of London. Elected as a Fellow of the Royal Society in 1894, he also held the position of president of the Mathematical Association in 1926 and 1927.
